Horizon Development is currently in contract with the Federal Government of Somalia to undertake Environmental and Social Risk Management Support to the Federal Government of Somalia. The overall objective of the assignment is to provide Environmental and Social Risk Management support to the Project Implementation Units (PIUs) in the implementation of Somali Electricity Sector Recovery project (SESRP); and Somali electricity Access Project (SEAP).
Specifically, we will support the PIUs:
▶ Meet the Environmental and Social Commitment Plans that are due within one year of project effectiveness date
▶ Implementation of the Environmental and Social Management Framework (ESMF) for components 2 and 3 that are expected to go for bidding within one.

Horizon Developments has been contracted by African Development Bank (AfDB) to conduct ESIA/ESMP for the proposed Mule 037 Hydropower Project Development in Burundi. We have participated in physical missions to Ethiopia with other AfDB Team. We have inspected of the Integrated Agro-Industrial Parks Support Projects (IAIP-SP) sites.
Horizon Developments has also participated in a virtual mission for the launch of the Productivity Enhancement Support for the Integrated Agro-Industrial Parks and Youth Empowerment (PESAP-YE). We have also trained project implementation unit (PIU) on AfDB guidelines E&S compliance and reporting. Finally, at the end of both IAIP-SP and PESAP-YE missions, contributed in drafting of the Aide-Memoir with findings and recommendations, which were adopted by Ethiopian Ministry of Water, Irrigation and Energy as the project implementation agency.
Horizon has also reviewed the Annual Reports and E&S Documents submitted to AfDB by the African Guarantee Fund (AGF) projects

Horizon Development has been contracted by the Foreign, Commonwealth and Development Office (FCDO) to develop an Urban Economic Plans (UEP) for 6 Municipalities in Kenya under the Sustainable Urban Economic Development (SUED) Program. Supported the stakeholders’ engagement and consultation process in 6No. Municipalities (Kisii, Eldoret, Mandera, Kerugoya-Kutus, Lamu, Wote and Bungoma) including documenting their views and concerns to be included in the UEP.
▶ Profiled the environmental and existing climate conditions. Analysed the risk / hazards for each municipality and helped in proposing climate resilience infrastructure projects needed to support value chain projects proposed for each of the 6No. Municipalities.
▶ Did an in-depth analysis of the proposed projects and provided an assessment of potential impacts the implementation of those projects would have on the environment and/or social setup.
▶ Developed and shared the final Urban Economic Plans (UEP) to diverse stakeholders’ fora organized in Kisii, Eldoret, Mandera, Kerugoya-Kutus, Lamu, Wote and Bungoma municipalities from where the documents were formally adopted

Horizon Development was contracted to conduct the ESIA study ToRs for NEMA approval as well as conducting the full ESIA study and report writing. We have also supported the project RAP study process through identification and profiling potential project affected persons (PAP) as well as documenting their socio-economic and cultural details through questionnaire administration.

Horizon Developments have carried out background Environmental and Social Studies for the energy sector through Review of the most relevant Environmental Social Impact Assessments (ESIAs), Environmental Management Plans (EMPs), Somalia power master plan, city development reports, Environmental Statements of different projects in Somalia to provide background information and lessons on E&S practice and management in Somalia including environmental and social issues like vulnerability to land (tenure, ownership, access and acquisition) and related resettlement issues; vulnerability to labor influx and other related labor issues; vulnerability to gender-based violence (GBV) and to climate change.

Horizon Developments has established social and environmental baseline conditions of the proposed site, evaluated the existing and the anticipated impacts together with mitigation measures to enhance the positive impacts as well as reduce the un-avoidable negative impacts.
Based on the baseline information, we identified potential environmental and social impacts of proposed project; both positive and negative, assessed the significance of these impacts to the world bank safeguard policies, environment and other stakeholders, assessed the relative importance of the impacts of alternative plans to the proposed project, proposed mitigation measures for the significant negative impacts of the proposed project on the environment and all involved stakeholders, proposed measures that will enhance the positive impacts of the proposed project to the world bank safeguard policies, environment and other stakeholders, evaluated the available project designs and location alternatives to allow for presentation information on the impact of alternatives and developed an environmental and social management plan

Environmental and Social Impact Assessment for the transmission lines which involved the identification and assessment/evaluation of environmental and social risks associated with the proposed transmission lines, preparation of Environmental and Social Impact Assessment Reports and eventual submission to NEMA for consideration. This process also helped identify the mitigation measures that were necessary to avoid, control or reduce any environmental and social risks that are identified.
The team reviewed compliance with all necessary national and IFC statutory requirements with regards to environmental and social performance while identifying any inherent impacts / risks associated to the projects to provide support in decision making with regards to ‘go’ or ‘no go’ options.

Feasibility studies that entailed the determining the economic viability, systematic identification and assessment/evaluation of environmental and social risks associated with the proposed project. The various studies were aimed at identifying the feasibility of the project, providing the least cost and viable options, providing mitigation measures that were necessary to reduce any environmental and social risks that are identified.

We have developed an ESMF that set out the principles, rules, guidelines and procedures to screen, assess, manage and monitor the mitigation measures to address identified environmental and social impacts for each component.
The assessments are proportionate to the potential risks and impacts of the activities, and will assess, in an integrated way, all relevant direct, indirect and cumulative environmental and social risks and impacts throughout the project life cycle, including those specifically identified in Environmental and Social Standards (ESSs) 1–10 of the ESF.

The LMP has been developed to identify and manage risks associated with labor and working conditions under the Somalia Electricity Sector Recovery Project (SESRP). It identified labor requirements in line with applicable laws, standards and sets out the procedures for addressing labor conditions and risks associated with the SESRP in line with the World Bank Environmental and Social Standard 2 (ESS2).
An overview of labour use and characterization on the project has been provided. The LMP has assessed
the potential labour risks associated with the project based on type of work and workers and documented
appropriate mitigation measures.

The purpose of the resettlement policy framework was to clarify resettlement principles, organizational arrangements, and design criteria to be applied to subprojects or project components to be prepared during project implementation (see ESS5, paragraph 25). The objective of the RPF was to ensure that the Project Affected Persons (PAPs) get compensation for their loss, are offered resettlement measures, and are supported in improving or at least restoring their levels of living and income after the project impact to pre-project levels.
This RPF was intended to safeguard the interests of the population impacted by the project activities, especially the poor and vulnerable. The RPF is based on applicable Policies of Federal Government of Somalia (FGS), Federal States and the World Bank.
